Information on the reporting obligations for the soup kitchen service

Paragraphs (1) and (4) of Article 20/C of Act III of 1993 on Social Administration and Social Benefits (hereinafter: Act III of 1993 on Social Administration and Social Benefits), Act L of 2018 on the Central Budget of Hungary for 2019 (hereinafter: Act L of 2018 on the Central Budget of Hungary for 2019), Annex 2 Supplementary Rules 5. Specific additional rules for aid under Title III f), and pursuant to Article 1 (1) (a) of Government Decree 415/2015 (XII. 23.) on the register of social, child welfare and child protection claimants and the national reporting system (hereinafter: Nyr) As of 1 January 2019, in the case of the budget-supported soup kitchen service, data on the recipients must be provided in the Register of Recipients, which is a prerequisite for the application of the normative allowance.

Pursuant to Article 20 (2) (a) to (c) and Article 20/C (1) and (4) of the Social Code, the data provided for the public kitchen service shall include the following data for users over the age of 18:

  • your natural person identification data (name, name at birth, place and date of birth, mother's name at birth) and your Social Security Number (social security number),
  • your place of residence and domicile,
  • nationality, immigrant, settled or refugee status, stateless status, data concerning the right of free movement and residence.

If the recipient does not have a social security number and the person entitled to apply for a social security number does not obtain the social security number within sixty days, the person concerned may not be listed as a recipient in the periodic report from the day after the deadline (Section 7 (4) of the Nyr.)

The kitchen service Under 18 years old person you cannot use.

Pursuant to point 5(i) of the Additional Rules in Annex 2 to the Implementing Rules (rules on simultaneous application) the soup kitchen service cannot be used in parallel with the following services:

  • social catering (public or social kitchen)
  • basic child welfare services (exception: in the case of a family transition home, there is a possibility of parallel use)
  • specialised child protection care (exception: in the case of aftercare, parallel access is possible)
  • specialised social care (exceptions: night shelters, temporary accommodation for homeless people, supported housing with the possibility of parallel use)

Pursuant to Section 134/G (6) of the Act, Annex 2 Supplementary Rules 5. i) Point ia) shall apply to soup kitchens from 1 May 2019, and therefore For the period 1 January 2019 to 30 April 2019, the parallel use of the soup kitchen service with the soup kitchen service has no funding implications.
